E-CMR Information Session

The Ministry of Transport, the Cluster for Logistics and the Groupement Transport invite the logistics community to an information session on the electronic CMR document on September 21st from 14:00 to 16:00 in the premises of the Chamber of Commerce

The national authorities and the community support the introduction of the e-CMR as a digital transport contract for international road transport. This session intends to inform interested companies about the avant-projet de loi and the implementation. A pilot project between Luxembourg,  Belgium and the Netherlands will also be shown. Two providers will also present their solutions.

This procedure is intended to reduce handling costs as it will speed up administrative procedures and invoicing while reducing delivery and reception discrepancies.

Customs and fleet management can include this form and the procedure will be in line with Customs, Excise and VAT reporting

Background information

The e-CMR procedure exists since 2008. Currently, eight European countries have adopted the e-CMR protocol with The Netherlands, Bulgaria, Czech Republic, Denmark, Latvia, Lithuania, Slovakia, Spain and Switzerland. These countries no longer need to use a paper consignment note, as it is seen as equivalent to the paper version. The e-protocol stipulates that it is possible to use an electronic consignment note for international haulage but it needs two bordering countries for cross-border transport. 

The CMR Convention (full title Convention on the Contract for the International Carriage of Goods by Road) is a United Nations convention that was signed in Geneva on 19 May 1956. It relates to various legal issues concerning transportation of cargo by road and is mandatory law in the 55 states where it applies. The word CMR comes from the French title of the Convention relative au contrat de transport international de marchandises par route.
